Pick a project + vendor, choose New / Revision / Convert draft to open / Register, then drop PDFs or type up a sub's list.

Each drop = one submittal. PDFs and images (PNG, JPG, GIF, WebP, BMP) merge into one PDF package — reorder them before pushing. Any other file type (DWG, XLSX, DOCX, …) is attached to the submittal as a separate file under its own name. Preview the package or its transmittal sheet on each row before you push.
Pending submittals from the sub
One tab per submittal the sub is going to send. Each becomes a Draft in Procore with no file; attach the package later with Convert draft to open.
